Philip has worked at the boundary between public and private sectors for over 30 years and has helped to address some of the biggest issues facing the country during that time.
He was Permanent Secretary in Whitehall for nearly a decade, at the Department for Transport, the Home Office, and before that at the Department for Business.
His deep experience of Whitehall also includes 15 years in the Treasury, while his time outside the Civil Service includes being one of the country’s most senior regulators: he was a founding Partner and later Board Member of Ofcom.
Philip now chairs WA’s Advisory Board, where he provides senior counsel to WA’s clients.
His other interests include chairing the National Institute for Economic and Social Research, chairing the UK’s national charity for historic churches and being Patron of the Independent Transport Commission.
